Architectural Inspector | Riyadh, KSA

Location: Riyadh, KSA

The site inspector, liaising and working closely and under direction from the Site Architect, will act in a Lead Consultant’s role as a member of DSA’s Senior site inspectorate representative. 

  • Lead all Architectural Inspection tasks and duties in accordance with the Construction contract requirements and DSA work QA & QC work procedures. This will entail working closely and in coordination with the other subconsultant staff for joint inspections and the like. This will also involve leading and guiding the full inspector team in their daily tasks and deliverables. 
  • Construction Contract requirements and compliance: 
  • Arrange access to Works contract through the Site Architect and familiarize with the requirements of the contract for all site supervision duties as required from the Site Consultant team. 
  • In acting out the duties herein the employee is to follow and implement all relevant company and project work procedures. 
  • Establish / Obtain from the Site Architect: 
  • Staffing organization chart. 
  • Lines of communications & reporting. 
  • Roles and Responsibilities matrix for all the Project Team. 
  • All project procedures and proformas for use in site works quality control and site supervision duties. 
  • Procedural roles and responsibilities with regards to all work / material inspection requests and project close out, snagging and de-snagging protocols. 
  • Contractor prestart activities: 
  • Establish and verify with the contractor set out points and datum points. 
  • Request and obtain from the contractor a site condition and existing services survey. 
  • Request Contractors Health & Safety plan – review and comment/approve accordingly. 
  • Request Contractors QA & QC manual – review and comment/approve accordingly. 
  • Request and comment/approve Contractor and sub-contractors Inspection Test Plans. 
  • Utilizing of computer software for the document and drawing control, If available and per the contract requirements for example, Aconex, SNAGR, FOR PROJECTS amongst others. 
  • Maintaining a full set of Site documentation including but not limited to drawings, schedules, specifications, progress updates etc. 
  • Assist the Site Architect for the following: 
  • Pre-engineering reviews and approvals including but not limited to WIR, MIR ITP and method statements. 
  • Distribution of pre-engineering documentation (after document control process) including but not limited to WIR and MIR. 
  • Coordinate with sub-consultants following up on WIR MIR.  
  • Assist with site verification and cross coordination.  
  • Receive all incoming Mail, copy and distribute as appropriate to each sub-consultant. 
  • Maintaining a set of – assist the Site Architect for the following: 
  • Project Managers Instructions. 
  • Contractors verbal instructions.  
  • RFI’s and their responses. 
  • Submittals and their responses. 
  • Maintain a Daily diary, which should include: 
  • Weather. 
  • Inspections and testing carried out [on and off site]. 
  • NCN’s & Site Observations raised. 
  • Contractor’s resources. 
  • Key events, meetings, client visits. 
  • New activities started. 
  • Meetings: 
  • Attendance at the following meetings may be requested, at which the staff member would be expected to actively participate, if required: 
  • QA/QC meetings. 
  • Contractors Progress meeting. 
  • Deliverables meetings. 
  • Miscellaneous technical meetings and workshops. 
  • Contract Close out progress meetings. 
  • Snagging meetings.  
  • Quality control / Inspections of Contractors work in progress – assist the Site Architect for the following: 
  • Request and approve the contractor’s documentation in advance of the works starting; 
  • Inspection and test plans [ITP] for each work stage. 
  • Method statements for each work stage. 
  • Inspection requests and Inspections: 
  • Establish all site inspection criteria and Quality standards to be measured against, utilizing design specifications, drawings, sample panels, mockups and the like. 
  • Attend to all contractors’ requests for inspections per the agreed scope for inspections and in line with DSA’s QA / QC plan. 
  • Request & obtain the Contractors weekly schedules / programmes for the forthcoming inspections. 
  • Maintain records for all site inspections. 
  • Prepare and maintain weekly status reports. 
  • Offsite tests and Inspections: 
  • Establish all off-site tests and inspections required at the outset of the project and notify the contractor accordingly. 
  • On off site and factory visits, record all events and findings, using photographic records. 
  • Prepare reports and issues immediately after the tests and inspections. 
  • Progress records and photographs - assist the Site Architect if requested for the following: 
  • Arrange for the taking of progress photographs on a monthly basis. 
  • Maintain file records of all photos taken in chronological order. 
  • Separate and special subjects being photographed should be filed separately. 
  • Final Inspection and snagging at project close out and handover – assist the Site Architect if requested for the following: 
  • Establish all site inspection criteria and Quality standards to be measured against, utilizing design specifications, drawings, sample panels, mockups and the like. 
  • Attend to all contractors’ requests for inspections per the agreed scope for inspections and to DSA’s QA / QC plan. 
  • Request & obtain the Contractors weekly schedules / programmes for the forthcoming inspections. 
  • Maintain records for all site inspections. 
  • Prepare, update and maintain a tracking schedule for all snagging, de-snag elements to all areas of the site. 
  • Prepare and maintain weekly status reports. 
  • Contractor’s queries [RFI – Requests for Information] – assist the Site Architect if requested for the following: 
  • Receive the Contractors queries, contact and coordinate with the appropriate design consultant and prepare and issue responses in line with the Project requirements. 
  • Maintain tracking and record logs, working closely with document controllers [as appropriate], and issuing weekly. 
  • Contractor’s submittals review – assist the Site Architect if requested for the following: 
  • Receive, review and respond with approval status on all contractors’ submittals, materials, shop drawings and the like. The response times should be kept in line with the Project requirements. 
  • Maintain tracking and record logs, working closely with document controllers [as appropriate], and issuing weekly. 
  • Site Observations [CSO] – assist the Site Architect for the following: 
  • Establish procedures and issue forms to be used. 
  • Issue SO’s to the contractor as required. 
  • Monitor and close out CSO’s as required. 
  • Maintain and distribute a tracking schedule / log. 
  • Non-Conformance Notices [NCN] – assist the Site Architect for the following: 
  • Establish procedures and issue forms to be used. 
  • Issue NCN’s to the contractor as required, using photographic evidence. 
  • Monitor and close out NCN’s as required. 
  • Maintain and distribute a tracking schedule / log. 
  • Work Instructions [CSI] – assist the Site Architect if requested for the following: 
  • Written site instructions given post contract are to be properly referenced and documented. 
  • Work Instructions are to be issued via the PM or the Fidic Engineer. 
  • Verbal instructions can be given [but this should not be the norm]. Where verbal instructions are given, then a “Confirmation of Verbal Instruction” should ideally be given to the contractor by a Consultant Site instruction or are to be requested from the Contractors in a timely manner, ensuring the correct date for issue of the instruction is recorded.  
  • Instructions which vary the works are not to be given on shop drawings, or RFI’s or submittals unless a Site Instruction is issued in parallel. 
  • Site sketches – assist the Site Architect if requested for the following: 
  • are to be issued formally with a unique reference, date and purpose of issue statement.  
  • The Site Architect will arrange for issue via a work instruction or under cover of a letter to the Engineer or PM. 
  • Records and registers are to be established and maintained for all sketches issued. 
  • Review of Contractors payment applications: 
  • Review and respond with comments, advising the Client, PQS, PM of any elements being applied for which don’t warrant full payment due to QC or other issues, if requested. 
  • Contractor’s programs: 
  • Review and respond with comments, if requested. 
  • Review of Contractors progress reports: 
  • Review and respond with comments, if requested. 
  • Project Close out, working closely with the Site Architect, Sub-consultants, Client, PM and Contractor staff: 
  • Report on all snagging/de-snag programme activities. 
  • Review & Comment on Operations and maintenance manuals. 
  • Review & Comment on as built drawings. 
  • Work with and assist the contractor in obtaining all local authority sign offs. 
  • Assist in the preparation of reports for Taking over certificates. 
  • HR and administration Issues: 
  • Time sheets are to be prepared and issued by the staff member to the immediate line manager for sign off and verification monthly. 
  • Ensure all leave is recorded, notified and administered in accordance with the DSA Company procedures – sick, holiday, compassionate leave etc. 
  • Establish and obtain a clear job brief and set of work instructions. This must be done in conjunction with the DSA line manager. 
  • Meet regularly with line manager to review work, problems, HR issues etc. 
  • Provide the line manager with all emergency numbers and contact details. 

Qualifications:

  • Engineering / Architectural diploma or an equivalent degree / certification. 
  • 10-15 years of site experience. 
  • Middle East experience is preferred. 
  • Aconex, Bluebeam, Acrobat, AutoCAD, Office, Snagging (Field, SNAGR, 4P, other). Revit would be advantageous. 
  • Timeous ability to operate remotely and monitoring of subordinates.
